People threw all sorts of things in the streets and rivers up until about the 19th century. People used to shout "garde à l'eau" to warn passers-by that something is being thrown from the windows, it was usually something quite unmentionable!

The people used to throw ALL of their rubbish/waste into the street and since they had no indoor plumbing...
